Mickey (Michal) Penzer
CEO - Papillon Partners
VP - Penzer Family Foundation
Mickey (Michal) Penzer
CEO - Papillon Partners
Mickey has been involved in the real estate industry her whole life. Her dad was a developer- she started working for her family’s office as a kid, helping to check on their buildings and even going with her dad on business trips. Her mom even had a mini hard hat made for her as a toddler! After she made her way through business school and law school at NYU and Fordham respectively, she started working full time for LIFE, a nonprofit in New York. All while still heavily involved in her family endeavors, managing investments, doing some direct deals and taking a large hand in their foundation arm- including making grants and allocating investments. As part of her role she attended conferences, charity events and the like.In 2016, she came to a crossroads with her work at the nonprofit. She was at a Bisnow affordable housing event when she met Chris Papa, who ultimately became her mentor. Chris asked how she knew so many people who were at the event. Her explanation: she had been around the business since a child. It was at that moment, he convinced her to come aboard his team as a recruiter for The Bachrach Group, which centered on real estate. She is still a key leader with TBG Real Estate and has helped them expand into Puerto Rico - https://bachrachgroup.com/puerto-rico/.Although her speciality is commercial real estate, partnering with TBG allows her access to hundreds of recruiters across all industries and geographies - including but not limited to Financial Services, Legal, Corporate Support, HR, technology. Executive assistants, relocating back office roles and technology have been very common placements in PR. She has become a crypto enthusiast and has worked with several companies in this arena. The biggest advantage that Mickey has in the recruiting industry is that when she reaches out to someone for an opportunity, it’s almost never her first time meeting them. There’s always a backstory- she has met them at an event, or worked with them through organizations or charities where she has held numerous leadership positions. Both her education and family history gives her credibility with these professionals that many other recruiters don’t have. On the client side, she has a particular knack with businesses that started as family run helping them grow into more institutional organizations. So as much as she would say she is lucky to be where she is today, luck is really where preparation meets opportunity, and being a CRE recruiter is really a natural fit for her. To learn more about Mickey’s networking philosophy check out this Bisnow article -https://www.bisnow.com/national/news/commercial-real-estate/how-cre-recruiter-mickey-penzer-weaves-her-networking-web-pandemic-or-not-106402Sitting in the recruiter seat gives her a much wider view of the real estate market. She gets to see first hand what asset classes or regions are hot, who is raising capital and which deals/funds are getting traction. It has also given her more than an MBA in how to run a successful company in real estate and beyond. In 2021 Mickey moved to Puerto Rico and has really embraced Island life! Her dog Ghenghis Cohen is her partner in Papillon Partners, her export services company. Her son Samson was born on the Island in 2023. She is also a very active member of the local Chabad (of Puerto Rico) as well as a member of many local networking groups (act 20/22 society, C-Suite Women of Puerto Rico, several local mom groups). Besides her involvement on the island, she maintains her involvement in charity and professional groups on the mainland. She attends conferences and events both locally and nationally. Follow her events and life updates at her newsletter - https://mailchi.mp/bachrachgroup/mickeypenzercrefall2025

Robb Rill
Founder
The 20/22 Act Society
Robb Rill
Founder
Robb Rill is the founder of The Strategic Group PR (TSG), headquartered in Dorado Beach, Puerto Rico, which is a private equity firm that specializes in investing in private companies, with an emphasis in finance and technology. While TSG takes majority or full ownership stakes in companies, Strategic Capital, a related proprietary fund focuses on identifying microcap frauds in the market and short-selling their public securities. The fund achieved unparalleled returns in excess of 60% per annum on a non-compounded basis from 1998 to 2005, before short selling restrictions hampered the main strategy. Mr. Rill’s security analysis in the public markets has, in part, been responsible for exposing several fraudulent companies which resulted in the companies delisting or ceasing operations. Mr. Rill has also been involved with taking companies public as the lead outside investor, including Abazias.com (a publicly traded company until it's sale in 2009), which was the largest diamond company on the internet by inventory. Mr. Rill facilitated a contentious, management-led buyout of Directed Manufacturing Inc. (a 3D aerospace manufacturer) from its former parent company in 2011. Four years, later after a successful turnaround of the company, he sold the company (FBR was the advisor) to publicly traded metals company RTI in 2014, for an exit of eight times revenues (a first for a 3D manufacturer). Most recently TSG has made its first biotech investment in DRG Labs, one of the only companies in the world doing diagnostic testing of the microbiome. Sixty million Americans have gastrointestinal disorders that benefit from this type of testing and sales have grown one hundred times over since it was founded four years ago. As one of the pioneer recipients of new tax incentive laws in Puerto Rico intended to motivate asset managers to relocate to Puerto Rico in exchange for a 4% tax rate, he was one of the first ten recipients to move to the island in 2013. Mr. Rill is the founder of The 20/22 Act Society, an organization with several hundred members, which has become the epicenter for tax grant recipients, which are primarily but not exclusively hedge funds and private equity firms seeking to take advantage of these new programs. Mr. Rill helps to advise these recipients on how to structure their entities. Mr. Rill’s work has been profiled in several prominent publications including among others Bloomberg, Business Week, and Reuters. He holds a Bachelor of Science in Business Administration (B.S.) in Finance from the University of Florida and a Master of Business Administration (M.B.A.) in Finance and Entrepreneurial Studies from the University of Florida. On a personal level Mr. Rill is the founder, along with his wife Tara, of The 20/22 Act Foundation, which is the main charitable vehicle for recipients of tax incentives on the island. The Foundation has led the charge in not just financially supporting numerous charitable initiatives locally, but leading landmark legislation to effect change for the estimated 300,000 abandoned and stray dogs on the island. He is also on the board of directors and is the local chapter head for World Computer Exchange, an international organization with over 600 partners worldwide which sends refurbished computers with educational content to children mostly in Third World countries in order to bridge the digital divide. His efforts, using his financial and commercial expertise, have been instrumental in leveraging technologies and implementing fund raising efforts which now account for up to a quarter of their budget. Mr. Rill has been an invite-only participant to TED several times, which is an annual conference for thought leaders primarily from Silicon Valley but has global participation including world leaders Bill and Melinda Gates and the Dali Lama. Gustavo Diaz Skoff
Co-Founder & Chief Executive Officer
Hi, I’m Gustavo A. Diaz Skoff—a proud product of Puerto Rico’s vibrant startup ecosystem and a believer in business as a force for community growth. For more than a decade I’ve worn many entrepreneurial hats: steering non-profit organizations toward sustainable impact, overseeing real-estate ventures that revitalize local neighborhoods, and guiding family-owned businesses through the challenges of modern markets. My journey began at Babson College, where I earned a B.S. in Business Administration and discovered a lifelong fascination with turning bold ideas into practical, scalable solutions. That passion led me home, where I’ve built teams, raised capital, and helped founders unlock incentives that fuel innovation across the island.Today, I channel those experiences as the Co-Founder & CEO of IncentivesPRO, a SaaS platform that streamlines how founders, investors, and economic-development agencies discover, qualify for, and manage Puerto Rico’s rich portfolio of tax incentives and grants. Whether I’m architecting new compliance features, advising growth-stage teams on maximizing credits, or speaking at ecosystem events, my mission stays the same: unlock capital for innovation, foster inclusive prosperity, and prove that world-class companies can—and should—start in Puerto Rico.
